NOTICE OF ADOPTION OF RESOLUTION SUBJECT TO MANDATORY REFERENDUM
NOTICE IS HEREBY GIVEN that at a regular meeting held on the 16th day of April 2025, the Board of Trustees of the Village of Tuxedo Park, New York (the “Village”) duly adopted a resolution that is subject to a mandatory referendum pursuant to Article 9 of the Village Law and Article 15 of the Election Law of the State of New York. The resolution provides that the proposition to be submitted to the village electors for their approval or disapproval at the village election on June 17, 2025, shall be:
“Shall the General Village Election of the Village of Tuxedo Park be held annually on the Tuesday next succeeding the first Monday in November, with the term of office of each elected Village Officer currently holding office extended so as to terminate at noon on the first Monday in December in the year in which their term of office would otherwise expire, upon which date the term of office of any subsequently-elected Village Officer will commence?”

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Tuxedo Park (the “Village”), located in the County of Orange, State of New York (the “State”), has on the 10th day of March, 2025, adopted, pursuant to the Local Finance Law of New York, a bond resolution which:
(1) authorizes the Board of Trustees of the Village to finance the costs of the acquisition, construction, and reconstruction of water system improvements in and for the Village, including any applicable equipment, machinery, apparatus, land or rights-in-land necessary therefor and any preliminary and incidental costs related thereto, and authorizes the issuance of $4,500,000 aggregate principal amount of serial bonds of the Village to finance such purpose, and
(2) states the estimated maximum total costs of such improvements to be not in excess of $4,500,000, states that such costs will be financed in whole or in part with the issuance of obligations authorized in the bond resolution and sets forth the plan of financing of such costs of such purpose, and
(3) determines the period of probable usefulness to be forty (40) years, and
(4) determines that the maximum maturity of such serial bonds may be in excess of five (5) years, and
(5) delegates to the Village Treasurer the power to prescribe the terms, form and contents of such serial bonds and to authorize the issuance of, and the power to prescribe the terms, form and contents of any bond anticipation notes issued in anticipation of the issuance of such serial bonds, including renewals thereof, and to issue, sell and deliver such serial bonds and such bond anticipation notes, and
(6) states that the validity of such serial bonds or any of such bond anticipation notes may be contested only if (a) such obligations are authorized for an object or purpose, or class of object or purpose, for which the Village is not authorized to expend money, or (b) the provisions of law which should have been complied with as of the date of the publication of such bond resolution, or a summary thereof, were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of such publication, or (c) if such obligations are authorized in violation of the provisions of the Constitution of the State.

Please take notice that the Tuxedo Joint Fire District shall hold a public hearing to discuss the contents of its proposed budget for 2025. The public hearing will be conducted at the Company No. 1 Firehouse on Route 17, Tuxedo, New York, at 7:30 p.m. on October 15, 2024. A copy of the proposed budget is available in the office of the Town Clerk of the Town of Tuxedo and at the office of the Fire District Secretary where it may be inspected by any interested person. In addition, copies of the proposed budget for 2025 will be available on the fire district website and at the aforesaid public hearing. All interested persons are invited to attend.

Request for Proposal (RFP): Seasonal Lakefront/Beach Management Services for the Wee Wah Park and Beach Club in the Village of Tuxedo Park, New York
1. Introduction
The Village of Tuxedo Park (hereinafter referred to as the “Village") is seeking proposals from qualified firms to provide seasonal lakefront and beach management services at the Wee Wah Park & Beach Club (“Wee Wah”). The selected vendor will be responsible for ensuring a safe, enjoyable, and well-managed beachfront experience for residents and visitors in compliance with all local, state, and federal regulations.
2. Services Required
The vendor shall provide comprehensive management services for the Wee Wah, including but not limited to:
Lifeguard Services:
From Memorial Day to June 10th: One certified, trained lifeguard from 1pm to 8pm on Saturdays and Sundays.
From June 10th through Labor Day: One certified, trained lifeguard from 1pm to 8pm on weekdays and two certified, trained lifeguards from 1pm to 8pm on weekends.
Beach Club Pass Checker Services:
One pass checker each weekend day, provided at an hourly rate. Candidates for this position will be interviewed and referred by the Village.
Hours subject to adjustment by the Village, in its discretion.
3. Pricing Structure
Proposals must include two separate cost estimates for lifeguard services:
Full price, including the cost to source, train, orient, and manage lifeguards (including backup lifeguards).
Cost assuming the Village of Tuxedo Park provides trained lifeguards to be managed and oriented by the vendor.
Additionally, include an hourly cost for employing pass checkers as specified.
4. Staff and Operations Management
In addition to the above staffing requirements, the vendor will be responsible for the following:
Management and coordination of all staff, including recruitment, screening and hiring of lifeguards
Staff orientation at the Wee Wah
Providing backup staff to prevent any closure of the Wee Wah
Review, revision, and enforcement of all relevant codes, health, and safety manuals, policies, and procedures as required by Orange County and the Village of Tuxedo
Ensuring that lifeguards maintain valid lifeguard, first aid and AED certifications, retaining copies of these certifications and sharing them with the Village upon request.
5. Insurance and Compliance
The vendor must provide proof of adequate insurance coverage and demonstrate compliance with all applicable regulations, codes, and laws for the duration of the contract. The Vendor will be required to obtain and maintain throughout the term of this contract, at its own expense: (i) one or more policies for commercial general liability insurance, which policy(ies) shall name “The Village of Tuxedo Park” as an additional insured and have a minimum single combined limit of liability of not less than two million dollars ($2,000,000) per occurrence and four million dollars ($4,000,000) in the aggregate, (ii) compensation insurance for the benefit of the vendor’s employees (“Workers’ Compensation Insurance”), which insurance is in compliance with the New York State Workers’ Compensation Law, and (iii) such additional insurance, including, without limitation, builder’s all risk, if applicable, automobile liability insurance and umbrella liability insurance, as the Village may from time to time specify.

The proposal must include a detailed description of the services offered, pricing structure, information about the firm’s qualifications and prior experience, including prior experience with governmental entities, and references (at least 2) from similar projects. Please include resumes for key staff. Proposals must be valid for a period of 45 days from the due date above. The Village reserves the right to request additional data or oral discussions or presentations in support of written proposals from any or all of the proposers.
NOTE: Include any vendor disclosure/responsibility forms that the Village typically requires in RFP submissions.
7. Selection Criteria
Proposals will be evaluated based on the vendor’s experience, compliance with the scope of services, cost-effectiveness, and the ability to meet insurance and regulatory requirements.
This RFP draft incorporates elements from the existing contract while tailoring the requirements specifically to the needs of the Wee Wah as outlined. Additional adjustments and specifications may be added as necessary to ensure the RFP fully captures the Village's requirements for seasonal lakefront and beach management services.
8. Term
It is anticipated that the selected vendor will be granted a contract for a one-year term subject to one-year extensions on the same terms and conditions upon mutual agreement of the parties.
9. Disclaimers
Reservation of Rights: The Village reserves the right, at its sole discretion, to reject any or all proposals received, to waive any minor informalities or omissions, to negotiate with any qualified source, or to cancel in part or in its entirety this RFP if, in the Village’s sole judgment, it is in the best interests of the Village to do so. The decision of the Village shall be final.
No Obligation to Award: Submission of a proposal does not create any obligation on the part of the Village, nor does it imply that there will be any award of contract. The Village reserves the right to award this contract to the vendor that best meets the requirements of the this RFP, and not necessarily to the lowest priced proposer. The Village expressly reserves the right not to award a contract based on this RFP.
Modification or Withdrawal: Proposers may modify or withdraw their proposals at any time prior to the submission deadline. All proposals shall become the property of the Village and will not be returned.
Costs for Proposal Preparation: Any costs incurred by proposers in preparing or submitting proposals are the proposers' sole responsibility; the Village will not reimburse any proposer for any costs incurred.
Compliance with Laws: All proposers are required to comply with all applicable laws, regulations, and codes of the State of New York and the United States. This includes adherence to any local employment, wage, and safety laws.
Disclosure of proposal contents: The Village will withhold proposals submitted under this RFP from disclosure, unless otherwise required by law, including, but not limited to, the Freedom of Information Law (“FOIL”). Proposers shall indicate in their proposals any information they submit that they feel is exempted from disclosure under FOIL. In the event that the Village determines that information is required by applicable law to be disclosed, the Village will endeavor to notify the proposer in advance of such disclosure to enable the proposer to take such action as it deems appropriate. Copies of executed contracts are not exempt from FOIL.
Amendment and Updates: The Village reserves the right to issue amendments or updates to this RFP at any time, including an amendment to extend the deadline for submission of responses. It is the responsibility of the proposer to ensure they have received and understood all amendments and updates prior to submitting a proposal.

PLEASE TAKE NOTICE that the Board of Assessors of the Village of Tuxedo Park have prepared the Tentative Assessment Roll for the fiscal year commencing June 1, 2024 and ending May 31, 2025 and that the same has been filed in the Office of the Village Clerk where it may be seen and examined during business hours beginning Thursday, February 1, 2024 at the Village Hall, 80 Lorillard Road, Tuxedo Park, N.Y.

Diver Harvesting Services for Tuxedo Lake, Wee Wah Lake and Pond 3
January 24, 2024
The Village of Tuxedo Park, Orange County, New York (the “Village”) is seeking proposals from qualified diving firms to help pull Eurasian watermilfoil (Myriophyllum spicatum; hereafter, “EWM”) throughout all three of its waterbodies (Tuxedo Lake, Wee Wah Lake, and Pond 3).
Project Background:
The Village is currently engaged in a long-term management project to manage re-emergence of Eurasian watermilfoil (Myriophyllum spicatum; hereafter EWM) throughout all three of their waterbodies (Tuxedo Lake, Wee Wah Lake, and Pond 3). In 2021, the Village used an EPA registered aquatic herbicide, ProcellaCOR to control EWM. The treatment was successful in reducing EWM populations on all three lakes. To maintain these desirable conditions, the Village is interested in contracting qualified diving firms to help pull EWM plants out of the three waterbodies as the population attempts to re-establish.
Services include the following tasks:
Task 1: An early May one-day dive harvesting effort in Tuxedo Lake at the Village boat club to inspect and pull any EWM seen in the area in Map 1. Attached to this RFP as Exhibit “A” is a photograph of the Work Area for Task 1: May Harvesting on Tuxedo Lake.
Task 2: A late June/early July dive harvesting effort (up to a week) to pull any EWM on any waterbody found by the early season aquatic plant survey. The early season aquatic plant survey will be completed by a separate contractor. It is anticipated that the dive team and this contractor will coordinate based on the findings of the plant survey. This diving effort can be split between all three waterbodies if necessary. For pricing, please provide a daily diving rate in case effort needs to go beyond a week. This cost should be reflected in the pricing table below. Attached to this RFP as Exhibit “B” is a photograph of Wee Wah and Pond 3.
Task 3: End of the year summary letter (no more than 2 pages not including figures and photos) detailing diver effort.
Items to include in summary letter:
- Number of in-water diver hours
- Total weight of plants removed (see notes below for weighing instructions)
- Area that divers covered via GPS track or hand drawn map area.
- Photo log of representative site conditions and EWM pulled.
- General written site observations.
The summary letter should be submitted to the Village electronically no later than December 31st, 2024.
For both Tasks 1 and 2, divers should measure the amount of EWM removed at the end of each day via a 5-gallon bucket weighed using a handheld scale or similar weighing device. Excess water should be removed from the bucket before weighing.
Site characteristics:
- Tuxedo Lake: 289 acres, Max Depth 66 feet. Most harvesting would take place in less than 12 feet of water.
- Wee Wah Lake: 55 acres: Max Depth 21 feet. Most harvesting would take place in less than 12 feet of water.
- Pond 3: 13 Acres, Max Depth 15 feet. Most harvesting would take place in less than 10 feet of water.
The Village will hold an official site visit for potentially interested proposers on February 5, 2024 (weather permitting). The proposed cost should account for two (2) divers working in the water at the same time.
A vendor may be selected from among responding firms based on a thorough analysis of each firm’s ability to provide the Village with the highest quality services at the most cost-effective fees. The Village will only contract with firms that do not discriminate against employees or applicants for employment because of race, creed, color, national origin, sex, age, disability, marital status, sexual orientation or citizen status.
Firms responding to this solicitation must submit their proposal, by email and five (5) hard copies, on or before February 14, 2024. Proposals must include a completed “Cost Proposal Sheet” and describe in detail your firm’s proposed process and system solution to this solicitation and should also specify the staff you will assign to do the work and their qualifications. Proposals must include significant evidence of completion of similar services proved for local government clients or others over the past five (5) years, with references provided. The successful proposer will be expected to perform all 3 tasks.
Notwithstanding any other provisions of this solicitation, the Village reserves the right to award this contract to the vendor that best meets the requirements of the solicitation, and not necessarily to the lowest bidder. Further, the Village reserves the right, for any or no reason and in its sole and absolute discretion, to (1) amend, in whole or part, withdraw or cancel this solicitation, and (2) accept or reject any or all proposals prior to execution of the services contract, in each case, with no liability, cost or penalty to the Village.

NOTICE OF ADOPTION OF RESOLUTION
SUBJECT TO PERMISSIVE REFERENDUM
Notice is hereby given that at a duly convened meeting of the Board of Trustees of the Village of Tuxedo Park, Orange County, New York, held on November 15, 2023, the said Board of Trustees duly adopted, subject to a permissive referendum, a resolution providing that Village of Tuxedo Park elections shall be conducted by the Orange County Board of Elections, that such elections shall continue to be held on the third Tuesday in June, and that the Village shall submit to the Orange County Board of Elections proposed polling place(s) for designation by the Orange County Board of Elections in consultation with the Village.
Said resolution exercises the authority of the Board of Trustees, pursuant to New York Election Law §15-104(1)(c), to transfer the conduct of Village elections to the Orange County Board of Elections subject to other applicable provisions of the New York State Election Law.
The said resolution was adopted subject to permissive referendum as provided in Village Law Article 9.
